HomeStar Bill (Cash for Caulkers) Update: May 6th

 

 

HomeStar Bill

 

On Thursday, May 6th, the House passed the Home Star Bill with a 246-161 vote! Passing the bill authorized $5.7 billion in funding over a 2-year period for energy-efficient home renovations. Many supporters estimate the bill will encourage 3 million homeowners to take part in the program and will save them over $9.2 billion in energy expenses over the next 10 years. Some key changes were made before the final house bill passed which include:
1) The bill will be terminated if no way to pay for it is presented.
2) Rebates will now go directly to the homeowner. In a previous version of the bill, rebates would be instant and deducted from the purchase with contractors applying to the government for the rebates.
3) A sample of all projects will be inspected to help prevent fraud.

Another program of our tax and spend Congress that is in no way economically viable. If they get 3MM participants that is about $2000 each. Supposedly on cooked up numbers they can then save $9.2 billion over 10years, or $306 per year, and the rest of the taxpayers get to pay for it with no return. If any self respecting homeowner can't spend $2000 to save $306 per year of his own money they need to reevaluate their own situation not leave it up to the rest of the taxpayers.

These are valid points and worth exploring further. Not 100% of this program is a hand out, however. Consumers still need to invest their own money into the program and parts of the program alot for government financing. Also, the bill will not be passed unless Congress can show a way to fund it 100% without adding to the federal deficit. It will be interesting to see how the final version of the bill appears. I think it would be foolish to not go for energy efficient renovations. If you can afford it now it is a win-win. You save money the world saves energy. No real question in my mind!
